International Urban Development Program

Department of International Urban Development Program

  • The Department of International Urban Development Program runs four Masters Degree programs for public officials from developing countries.
  • As part of the Seoul ODA programs, the public officials from the sister cities of Seoul and partner countries designated by the Ministry of Foreign Affairs are invited to join the Master of Urban Administration and Planning (MUAP).
  • As part of the KOICA ODA programs, the government officials from KOICA’s partner countries are invited to participate in the program for Master of Urban Development (MUD) devised to offer, among others, first-hand knowledge to strengthen participants' understanding on Korea’s development experiences.
  • As part of the ODA project of Korea Environmental Conservation Institute (KECI), government officials from KECI's partner countries are invited to join the program for Master's Program for Future Global Leaders in Environmental Policy (MGLEP) which is expected to provide knowledge and experiences in the field of environmental policies and sustainable development.
  • As part of the ODA project of MOLIT (Ministry of Land, Infrastructure and Transport) and ICAK (International Contractors Association of Korea), government officials from partner countries are invited to join the program for Master's degree in Urban Development and Smart Infrastructure Policy(MUDSIP) which is expected to provide knowledge and experiences in the field of infrastructure planning and development policies.

Master of Urban Administration and Planning (MUAP)

Goals of Education
  • Training mid-career public officials who specialize in city planning and urban administration by focusing on successful development cases and experiences in Seoul
  • Offering overseas students opportunities to learn the Korean culture and language, enhancing student’s experiences and understanding of Korea
  • Developing a basis for collaborative relations between Seoul and its sister cities
The student body
  • 20~30 public officials from sister cities of Seoul and partner countries designated by the Ministry of Foreign Affairs
  • With a Bachelor’s degree from an accredited college or university equivalent to the four-year Korean Bachelor’s degree as required
Period of Education

Master of Urban Development (MUD)

Goals of Education
  • To provide theoretical and practical education that enables government officials from KOICA’s partner countries to formulate a long-term national comprehensive plan for territory development
  • To enhance participants’ knowledge and experience in the field of urban and regional development including master planning, land use planning, real estate and housing development, urban redevelopment and new town development
  • To develop participants’ capacity to manage infrastructure development projects for their own countries
  • To provide participants with opportunities to develop cooperative relationships and personal networks with scholars, professionals, and government officials from Korea and around the world
The student body
  • 20 national government officials from KOICA’s partner countries
  • With a Bachelor’s degree from an accredited college or university equivalent to the four-year Korean Bachelor’s degree as required

  • To provide future leaders of our partner countries with an opportunity to study environmental policy and related fields at a prestigious Korean university
  • To enhance program participants’ knowledge and experiences in the field of environmental policy and sustainable development
  • To improve program participants’ capacity to develop and manage public policies for sustainable development
  • To provide program participants with opportunities to develop cooperative relationships and personal networks with scholars, professionals, and government officials from Korea and other countries.

Master's degree in Urban Development and Smart Infrastructure Policy(MUDSIP)

Goals of Education
  • To provide theoretical as well as practical education, field visits and internship opportunities that enable government officials from MOLIT’s partner countries to formulate a long-term national comprehensive plan for territory development
  • To develop participants’ faculty of embracing a wide range of urban and regional development plans as well as projects that encompass infrastructure planning, material procurement and construction
  • To enhance participants’ breadth of knowledge and experiences in the field of urban and regional development including master planning, land use planning, real estate and housing development, urban redevelopment, new town development, etc.
  • To strengthen participants' understanding on Korea’s development experiences and enable participants to contribute to the sustainable development of their respective countries with the knowledge acquired in Korea
  • To provide participants a platform to create and cement cooperative relationships and personal networks with scholars, professionals, and government officials from Korea and other countries
