The theme of 2020 Seoul Peace Dialogue is Human Security and Peace.
While wars between nations have decreased since the end of Cold War, new types of crises, such as, terrorist attacks, environmental disasters, infectious disease pandemics, and intrastate conflicts due to political, religious, ethnic or gender identity issues, have increased. The human security approach, which broadens the scope of security analysis and policy from territorial security to human security, was introduced in the 1994 global Human Development Report (HDR). The HDR lists seven essential dimensions of human security: economy; food; health; environment; personal life; community; and politics. Human security recognizes the interlinkage between peace, development and human rights, and equally considers civil, political, economic, social and cultural rights. Furthermore, it considers multiple providers of security and peace, including local governments, civil society and citizens themselves.
Against this backdrop, the Seoul Metropolitan Government and the Seoul Institute will host the ‘2020 Seoul Peace Dialogue (SPD)’ in the form of a webinar on November 17th, in light of the current situation caused by COVID-19. SPD, comprised of both domestic and international sessions, brings together experts on peace and security from home and abroad. It aims to analyze sources of insecurity, which continually changes, and to discuss ideas and suggest policies to promote sustainable peace and security in the context of the current COVID-19 crisis. In addition, SPD can provide valuable insights for the Seoul Metropolitan Government regarding the role it can play in working towards peace on the Korean peninsula as the local government of the city that has the largest population and is the center of diplomacy, politics, as well as economic and technological development in the Republic of Korea. In so doing, it hopes to pave the way to facilitate cooperation among multiple actors for peace and security, including national and local governments, non-governmental organizations, and international institutions.
