2026 Fall Global Urban Leaders Program Admission


We announce the admission for the 2026 Fall Global Urban Leaders Program (or GULP), a 3-month training program, as below. The program targets decision-making or senior-level public officials. Participants are provided with Tuition, Airfare, Insurance. Applications are made via Google Form and the deadline is June 26, 2026(KST). For further information, please download "Attached Documents" at the bottom.


> About Global Urban Leaders Program

GULP is hosted by SMG and International School of Urban Sciences (ISUS) at the University of Seoul, aiming to train decision-making or senior-level public officials in the urban sector, foster collaborative relations, and develop feasible and effective ODA projects between Seoul and their cities(or country).The training includes lectures, site visits, and exchanges related to SMG policies and all participants are required to submit one Project Concept Paper and One Letter of Interest achieved by their cities.


> Qualification

1. Career Qualification

- College graduates or those with equivalent degrees (Required)

    At least one of the following:

    - Governmental or public officials who have career experience more than 10 years

    - Those with experience in international development cooperation

    - Senior level officials who plan to apply Seoul's policy experience to address urban problems in their cities

2. Applicant Qualification

- Foreign nationals whose parents are both foreign nationals

- Applicants who have excellent command of both spoken & written English

- Applicants who are in good health(Pregnancy is regarded as a disqualifying condition)


> Financial Support

The Following expenses will be covered by SMG & UOS

- Tuition & Dormitory fees

- Economy class, round-trip airfare between Seoul and the Participant's home country

- Monthly living allowance based on SMG regulations

- Others : A medical checkup after arrival / Official field trip expenses


> Completion Requirements

Participants must fulfill the following requirements to complete the Global Urban Leaders Program:

- Submission of one Project Concept Paper (PCP)

- The PCP must include a Letter of Interest (LOI) issued by the participant’s home government and must also be submitted to both KSP and KOICA.


> Admission Process

- Application Due : June 26, 2026 (KST)
- Document Review / Interview : June 29, 2026 - July 10, 2026 (Subject to change)
- Arrival in Korea : September 14, 2026 (Subject to change)
